Innovation and Modernisation in the Public Sector

The research focuses principally on innovation processes in specific local authorities where the  the local authority is the employer. It is based on the needs of the local authority, as expressed in political and administrative measures. In practice this research is often carried out in relation to groups of local authorities cooperating in the implementation of the development process. The common goal being that competence in innovation processes in the public sector becomes available for political and administrative decision makers.

The research focuses particularly on development in the county of Ostfold, with the special circumstances created by having a border with Sweden. This research includes collaboration and coordination with the Swedish regional authorities as well as the Swedish local authorities in the border region.

Work is also being carried out on issues relating to the institutional innovation processes in national, regional and local institutions and enterprises, working in close co-operation with the Faculty of Health and Social Studies at Høgskolen i Østfold (Ostfold University College). It is an important strategic objective to contribute to the development of a common arena and joint research center for those working in R&D in the region, across institutional boundaries.
